No penalty for Lobby dodging

I was in a lobby for Assault today and a person on my team left the lobby. If I'm not wrong, that earns someone Deserter status.
So, I join the next Assault queue, the queue fires, nobody leaves the lobby, and then bam, that same person is on the enemy team. Did they not receive any penalty? Not gonna name-drop here, but that was seriously whack.

This is ridiculous. The deserter penalty is already lacking as it is and now there is none whatsoever.
