I have the same problem but I see the blue one, posted about it on the forums 2 weeks ago and i can no longer find that post (deleted?), asked support but no response and asked on twitter too and still no response (though i didn't expect them to answer on twitter)
I have a theory about it: it may be a conflict with the current FP, as I have 10K fp and i see the blue one which required 8K. Anyone can confirm it? (I believe the ranks were 0, 4K, 8K, 15K)

I'm still having the same problem even with this new patch, also I did put a ticket in as well on Monday 12-3-2018 it does fall under a paid item and haven't seen any response yet. And for your other question and yes I can confirm is conflicting with FP system they put in place. ^-^

Still having the issues with the news patch 5.23 - Godslayer and I did get a response with that ticket I sent to them but didn't really give me really any answers it's just said [Thank you for your question! It has been received and routed to one of our technicians ] at least getting somewhere with it ^-^
