The core "problem" is simple: the new system was implemented alongside the season split ELO reset. The new system is designed to put near equal players together, but after a reset, we're pretty much all equal, and if 1 veteran player gets paired with 4 newbies against 2 vets and 3 newbies, the lone vet is going to stay at the wrong ELO longer.

This would happen regardless, but in trying to show off the new system, they shouldn't have done it simultaneously with an ELO reset.

Arena and Joust Timers need to be halved though they populate very fast but the lowest possible time queue is too long for casual play
