Everyone buys Bloodforge due to the lifesteal and high base stats. I myself try to build for the situation. Tanky enemy team? Protection shred/pen. Healing? Anti-Heal. Etc.

In Assault? Umm that's not a good idea. In that game mode, it's all about survival, and tanks are usually in the front line, and you should attack what's in front of you allowing them to back off which should allow you to get the others hiding behind the tank.

Now I do get your point of view on it's wise not focusing the tank, but in certain situations esp. in Assault, it should be fine to attack the tank, but eventually target the rest in the back.

The concept and presentation by OP is very black and white. "Don't attack the tank" is (probably) a statement given with inference that others could be targeted, but people just attack the tank.

In actuality, you attack the tank if they're the ones in front and you can get a nice ranged attack off, and other targets aren't in range. Hurting the tank enough will make them have to back off, making them less of a threat in the next engagement.

The issue is that people get blinders/tunnel vision, and just want to continue attacking. It's a typical awareness thing. If you're not a basic attacker, e.g. hunter and you've blown your abilities and they're on CD, the next step is just to back off and wait for abilities to come back up. If you're the tank and your teammates have done this, you have to have good awareness and see if your team needs to disengage. You can't just go in expecting that they've got your back.

So...it's...attack the most exposed target if they are the only ones, and if there are nearby targets OTHER than the tank, you typically want to focus them first, as they are the greater damage threat...unless the tank is a superior player and is doing better than the rest of their team, in which case, it's perfectly fine to shut them down.
