Popular Youtuber posts video of himself cheating?

I was watching some ranked play videos, and I noticed in his own highlight reel, that he was using Blink despite having Spear and Gauntlet equipped. That's literally impossible for the character he was using. I don't want to namedrop, but it definitely needs looked into. Who do we report it to?

It can indeed be a hack but remember that in some previous patches there as a consumable for blinks as well, so before you report him maybe check for that first.

I watched a video recently of a YouTuber from Nov 2017 who was never affected by a Xbal Ult, did not seem like any of his items or abilities should have allowed that.
