So to beginn I would like to say I'm sorry if this is in the wrong section because this is my first forum post on here.
So I was playing duel and this dude came and didn't ban anything except kuzenbo he then proceeded to go movementspeed build and suicide into me and my tower. To top things off he even started chatting with me.

I hope this is enough proof and you can get this sorted out because he will probably try and ruin lower ranks games.

The player in question did absolutely nothing wrong. He didn't flame you, he didn't curse at you. He was just frustrated that you were taking your sweet time/not understanding you should be pushing to prevent a comeback.
He wants to play the game how he wants to play to game. Your way of playing isn't the only way of playing.

he didn't play, he intentionally wanted to derank. As soon as the game started he just ran past me into my tower and just wanted to game to be over so he can derank even further. And I stopped pushing because I wanted to hinder how fast he can derank
