Well I don't know exactly what goes on but I think unless the game is a Microsoft studio exclusive it's the game devs that handle all patches. I've heard that configuring games to work on a platform is much easier on console than it is on PC, due to the PC's wide array of configurations. And I've heard that there's only slight technical differences between the Xbox One and PS4, in how the data is processed, due to the added chips and the configuration of the processors. That's what I do know. But there might be added steps in the process, like Sony accepting the patches. But I agree with you, Sony is slow in just about everything.
