My idea is based on traditional Japanese art work.

Stage 1: Traditional maiden, basic kimono possibly with koi fish on it.

Stage 2: Geisha maiden, more elaborate kimono with many pins in her hair.

Stage 3: Koi Fish Mermaid.

Stage 4: Traditional Dragon Mermaid (I couldn't find any great pictures for this but she could have claw hands, a longer tail than the koi fish stage, and long thin ribbons that look like the whiskers of the dragon.)
http://i144.photobucket.com/albums/r180/enduin62/IMG_4318_zps7togzjgj.jpg (http://s144.photobucket.com/user/enduin62/media/IMG_4318_zps7togzjgj.jpg.html)http://i144.photobucket.com/albums/r180/enduin62/IMG_4320_zpsvqt5vxbm.jpg (http://s144.photobucket.com/user/enduin62/media/IMG_4320_zpsvqt5vxbm.jpg.html)

Abilities:
1: Instead of snakes they could be koi fish
2: Water jet
3: The after affects of her dash could be her dress, water, bubbles or steam (in dragon form)
4: The petrified gods could be bonsai trees or Cherry Blossoms

* All abilities could be changed based on current stage these are just overall ideas.

Please add comments or ideas, I really love this concept, but I'm not a very creative person so it's hard for me to convey my ideas.
